Roughly 4 to 10 years, though feet vary a great deal at this age. Measuring is more reliable than going by age.

How does the growing room work?

A hidden midsole sits inside the shoe. Left in, the fit is narrower. Lifted out, the shoe becomes wider and longer, so the same pair fits for longer.

Can my child put them on themselves?

That is the idea. The Rockit has a side zip with an easy-grab pull, and the Atomic two straps that are simple to adjust.
